In response to these complex challenges, the NEA and the Norwegian Radiation and Nuclear Safety Authority (DSA) co-hosted a workshop in Oslo from 22-24 November 2023.
The event gathered 130 experts from 28 countries, NGOs, and international organisations to share insights and explore strategies for enhancing the resilience of radiological protection in such volatile circumstances. The participants also included experts from Ukraine’s nuclear safety authority (SNRIU) and other Ukrainian organisations.
The workshop provided a unique and wide-ranging consideration of the policy and practical challenges that must be addressed when nuclear and radiological operations are conducted during armed conflict. The report highlights actionable recommendations arising from the presentations and discussions in five key areas:
- Strengthening international co-operation and reinforce international conventions;
- Building and maintaining resilience nationally and beyond through flexible regulatory frameworks;
- Developing practical guidance for radiological protection;
- Adopting an all-hazards approach, broaden dialogue between civil and military authorities for emergency preparedness and response; and
- Building stakeholder engagement in order to address critical aspects of information, communication and trust.
